A City That Grew Into Its Pavement

Asphalt paving in Victorville serves one of the fastest-growing cities in the High Desert. The census counted 14,220 residents in 1980, 40,674 in 1990, 64,029 in 2000, 115,903 in 2010 and 134,810 in 2020. Most of the city's 38,928 housing units went up in the last four decades, and the oldest of that boom is now 30 to 40 years old. Driveways and HOA streets from the late 1980s and early 1990s are reaching the end of the 15 to 30 year life that cost guides give for asphalt, especially where they were never sealed.

Two Victorvilles

Old Town, along D Street and Seventh Street where Route 66 runs through the city, has older homes, narrow lots, alleys and small commercial properties. The tracts that spread west and north since the 1980s have wider streets, two- and three-car garages, block walls and concrete aprons. The jobs are different: alley approaches, small lots and patchwork repairs in Old Town; driveway replacements, extensions and HOA lot maintenance in the newer areas.

Weather by the numbers

Victorville's weather station has run since 1917. It averages 109 days a year at 90 degrees or more and 79 nights at or below freezing, with a July average high of about 97.5 degrees and a January average low of about 33. Rain is scarce, 5 to 6 inches in a normal year, but it can come hard: 3 inches fell in 24 hours on February 24, 1998. Pavement here needs to survive heat, freezing and the occasional cloudburst, so every job gets attention to base, slope and edges.

Wind and dust

High wind events happen year-round in Victorville and most often in spring. On paving jobs, we clean the base right before asphalt goes down so blown sand does not get between layers, and we avoid sealing on windy days. Construction dust is regulated by the Mojave Desert Air Quality Management District's Rule 403, which prohibits dust that stays visible beyond the property line and requires reasonable precautions to keep dirt off paved streets. We water and sweep accordingly.

The former air base

George Air Force Base closed in 1992. Part of it is now the Southern California Logistics Airport, and the region's logistics growth has added truck traffic to local roads and commercial lots. Businesses near the airport and along the industrial corridors need heavier pavement sections at entrances, docks and truck routes than a typical retail lot.

Permits in the city

The City of Victorville requires an encroachment permit for work in the public right-of-way, the strip between the curb and your property line, applied for through the city's Citizen Access portal and submitted to the Engineering Division of Public Works. If your driveway project includes the apron or sidewalk, we tell you at the site visit what that involves.

What a Victorville driveway costs

HomeGuide's national table puts a 500 square foot asphalt driveway at about $2,500 to $6,000 and an 800 square foot one at about $4,000 to $9,600. Removal of the old surface, base repair and approach work add to that. We give you an itemized proposal after the visit.

Victorville Questions

Do you work in Old Town Victorville?

Yes. Old Town jobs are often smaller: alley approaches, narrow driveways and small business lots. We size equipment for tight access.

How old is my driveway likely to be?

If your home went up during the city's late-1980s to 2000s growth and the driveway is original, it is 20 to 40 years old, at or past typical asphalt life.

Who issues permits for driveway approaches in Victorville?

The City of Victorville, through an encroachment permit applied for on its Citizen Access portal. We confirm the current process for your address.

Do you pave lots near the logistics airport?

Yes. We build entrances, docks and truck routes with heavier sections for the loads they carry.

When is the best time to schedule paving here?

Spring and fall are easiest. Summer works with early starts, and winter depends on the forecast because of the frequent freezing nights.
